        I thought that was how TL was _defined_: the TL of commonly
available manufactured items, with limited quantities (i.e. R&D or novelty)
of the next TL available. The example above would be a TL_14_ world ... TL14
is what's commonly available, with some TL15 capability. Thus at TL15, most
yards would be TL15, and the 'state of the art' R&D, low-volume yards would
actually be TL16.
        At least, that's how I've always understood and played TL.

Notes:

The 'Emsu Kushukhinir' Diplomatic Transport / Courier designed to meet a
Regency specification issued in late 1201.  Designed to carry diplomatic
teams into potentially dangerous areas, and operate for extended periods of
time, the Type 510 relies on it's extensive EW suite and hull armour for
survivability against hostile encounters.  The Type 510 carries powerful EM
masking and jamming equipment to avoid detection and lock-on by attacking
forces, and it's hull armour is much thicker than normally found in
non-military starships.

The ship's 4 hardpoints are typically configured as 2 x sandcasters and 2 x
laser turrets, although other configurations are possible, depending on
mission requirements.

The ship's crew includes steward and medical personnel, these can be omitted
or replaced by mission-specific personnel.  The Type 510 can carry up to 14
passengers, if the normal crew complement is on-board, although 7-10
passengers is the norm.  Passenger staterooms are seperated by demountable
wall compartments, and can be reconfigured in any combination fitting within
their space.  Provision is also made for up to 42 troops.

The ship's cargo bay is designed to accomodate covert insertion of assets.
An auxilliary cargo hatch can be used for Drop Capsule / Meteoric Insertion
operations, although some cargo area must be sacrificed to accomodate drop
capsules.

An export/budget version of the Type 510 is available.  The Type 510-A
dispenses with EM masking and jamming equipment (reclaiming 145 m^3 of
space), but has a greatly reduced cost (MCr 263.651 / 237.286 volume).  The
reclaimed space is used to install increased weaponry (3 x turrets, or 1 x
barbette and 1 x turret), to increase survivability.

The Type 510 is named for Duke Emsu Kushukhinir, Duke of Rhylanor from
1069-1091.  Kushukhinir negotiated the cease fire and armistice agreements
that ended the Fourth Frontier War in 1084.  Subsequent vessels will be
named for noted diplomats and peacemakers in the Regency's history.

The passenger staterooms include room for high level staff, and ambassadors 
(large staterooms), as well as a mixture of intellegence and diplomatic staff.

The ship is powered for all systems at once, except the CG lifters.  The ship is
limited to 5g when using them.  The laser turret is powered for a ROF of 100,
but it is beefed up for a ROF of 800.  Each gturn not spent is another 100 shots
per turn.

The class will be named for outstanding diplomats in the service of the
Regency.  Birendra Devi was one such diplomat in the service of Noris.

Doh!  I'm tired :-)

I forgot to mention the reason for the 800MJ turret.  It'll critical a
small ship every hit(as long as the armor is 230 or less), and it'll have a 
diff level of Difficult out to 35 hexes in the production model (32 in the 
prototype).  In the production model (of the DC) the diff level will be 
Average at 32 hexes---that's 2 hits half the time or so.  Much better than even 
having 4 TL14 LBs.  Criticals will get the bad guys off your back so you can
jump the hell out.

BACKGROUND

Intended for first contact and survey missions in the wilds, the Armistice 
class was designed in the Regency in 1199, and the first examples of the class 
were brought into service in 1202. Capable of long term autonomous operations 
in the wilds, it was intended to serve the interests of the Regency, 
reintegrating worlds damaged by the collapse into interstellar society. 
Carrying a diplomatic team of five, and with quarters for 4-8 passengers, it 
was intended to bring together the leaders of warring factions and facilitate 
peace negotiations, and introduce worlds to the Regency, persuading them 
through assistance of the value of joining. The weapons are usually kept 
concealed, but are occasionally used to reassure the TEDs who board the ship 
that it is a safe meeting place, or in a few isolated cases, as a threat.
The ship is outfitted to cope with a variety of situations, capable of lending 
high-tech assistance to a world suffering from disease or environmental 
problems, carrying a lab and sickbay.
Once a region of space is considered comparatively safe after contact has been 
made, the Armistice class vessels move outwards and lighter diplomatic vessels 
with a less threatening armament take over diplomatic roles. 

DESIGNERS' NOTES

The weapons systems are included to increase mission flexibility, and to give 
the vessel protection while operating autonomously in the wilds. Because all 
weapons are fired as batteries through the MFDs, there are no turret stations 
present on board which would otherwise be noticed by visitors. Normally the 
gunners' stations on the bridge are configured as extra electronics 
workstations, and the turret covers are not fitted individually, but instead as 
two large panels which externally resemble cargo doors. In extreme 
circumstances, the weapons batteries could be used as a diplomatic lever for 
negotiations. The discharge energy of the weapons fitted is equivalent to 12 
Gazelle CEs, although the weapons are limited to three targets by the MFDs.

The jumpdrives were extremely expensive, so a compromise design allows a Jump 4 
range if needed, but a two week transit time. The ship has G rating based on 
actual mass which gave some weight/volume savings, allowing high G, high G-Turn 
performance which should let it get away from most pursuers.

The lasers are non-grav focused.

Perhaps as Hans says this could be consolidated now (ie TNE) in the Regency.  I think that
the jump to TL17 is inconsistent with earlier trav material.  If we refer to CT Tl chars you can see 
low Tl's representing 1000's of years difference, medium TL's (approaching TL8) seperated by 100's
then 10's of years and then for high TL's the gap goes up to 1000's of years again.

I think that the gaps between the higher TL's are larger, this is partially due to our inability to accurately
predict the rate of discovery that far in the future.  Generally the TL effects are not linear and thus a
1 TL gap at the upper end tends to give more of an advantage (although this curve continues to be flattened by
GDW).

Personally I think that the introduction of easily accessable TL17 equipment would change dramatically
the feel of the traveller universe.  I think that if GDW have given in to this "arms race" of TLs then the
game will worse for it.  I mean if you really want to play at high TLs why not do it outside the Imperium
and design everything at TL21 or why not 35? ;-)

Seeing different approaches to the same general spec. has given me some new
ideas, which I will be applying shortly.

Why don't we make this a regular thing...every so often, someone issues a
'Request for Tender'.  It doesn't have to be a competition, just a way of
showcasing different approaches to starship (and other vehicle) design.

Any takers?

Sure, but there is an SDB that fits that request already.  Also, in the
request a statement of specific mission requirements would help.  An SDB
without a jump drive is a just a fighter since in system travel is
useless (from a military reaction POV) without a microjump---so maybe
for an SDB you say anti-small craft, hot bunking OK (it'll be scrabled
from a base 99% of the time, so the bunks aren't a long term habitat)
or even what close air support requirements it might have to have.

I would add a jumpdrive to any SDB that wasn't just a big fighter
as things stand...  sounds like fun.

I'd be interested in Zhodani designs, myself---but I would want to have
the standard turret/barbette sizes changed to reflect the needs of a
TL14 navy (like a 4ton turret).

But I'll give the SDB a crack (hey!  I'll do it as a Zho design :-)
